BLOODY GLORY
The vast majority of bunkers along the Big Toe - and for most of the continent - swear allegiance to the Hallenbeck Emergency Response Network, or HERN. Most are subdivided into their own individual networks to ease logistics burdens. Joint operations between networks and lone bunkers are common. Many cooperate directly with nearby towns to coordinate on regional security. Space Looney involvement is regular, amicable, and strongly supportive. Faced with a viscous fate, the HERN has rallied together an alliance unmatched since the days of the Pioneer Network.
Nestled in the Digit Peaks is the Hallenbeck Command Post, or, as most know it, Castle Wienerstein. It is the seat of power for the HERN and its largest facility. Thousands of Loonies staff the bunker, many of them veteran officers and the elite of the elite. It has held solid for two centuries, surviving three geodisplacement events and no less than sixty attempted sieges by the Cult of Meat. It is the site of countless Space Looney landings and regularly hosts an alien population no other Looney facility has ever matched. It is an icon of the Hallenbeck Network; a steel-and-concrete monument to survival against all odds.
While outsiders are quick to draw comparisons to the Pioneer Network of days long past, the truth is not quite as optimistic. The Big Split remains an ever-present facet of life for the Loonies on Talto. Aliens rarely descend to the surface willingly; most are pilots shot down during sorties or temporary visitors in supply exchanges. Townsfolk are seen as no more than garrisons or collateral damage. Ground forces are composed almost solely of bunker-dwelling Loonies. Orbital fire support is considered an unpleasant last resort for most officers.
To compensate, the Loonies of the Big Toe are some of the best-trained, best-equipped, and best-staffed of any continent. Armored fighting vehicles and mobile artillery are common, ever-present elements of fights across Talto. Gunships fly alongside some of the few Looney interceptors and cargo planes in existence. Combat experience is practically a given; to live on the Big Toe is a daily struggle for survival. Non-combatants in bunkers are scarce and hold only a tenuous claim to their status. Distinguished assaultsmen make up a substantially higher proportion of combat-ready troops than anywhere else, at nearly one fifth of all active combatants.
Likewise, bunkers on Talto are paradoxically large. Despite the harsh conditions, most consolidate and double down on their position. Support from their networks or neighboring bunkers helps sustain significantly higher populations. Mutual relationships with nearby communities help secure and chart defensive positions. Space Looney support further heightens survival odds. Regular personnel exchange with bunkers off Talto improves population health. Incoming personnel are often the best of the best from around Set. Outbound Loonies are among the most dangerous soldiers on the planet.
The Space Loonies over Talto are scarcely much different. They are some of the largest, most seasoned fleets in orbit, among the most veteran of captains and crews, and some of the most regular visitors to Set's surface. They are willing to cooperate closely with Loonies on the ground and townsfolk in their area of operations. They have been crucial to countless offensives, sieges, and defensive operations in the past. Their continual bombardment of the Crimson Expanse has kept it in check for at least a century.
Despite this, most fleets do not stay over Talto for long. Bombardment campaigns are often the summation of a given fleet's involvement. Afterwards, they exchange places with a similarly-sized relative and return to their past activities. Fleets most often assist the struggle for Talto on the basis of convenience instead of duty. The reasons why are plain; crimson miasmas and meat storms are common threats over the Crimson Expanse. Time spent bombarding a dangerous continent is time spent away from salvaging. Most ships come away damaged, infected, or simply exhausted from the stay.
