Collateral Damage
The Oshkin Boulevard Defense Committee started life on Argannei in 2190 as a loose arrangement between the residents of Oshkin Boulevard to keep their neighborhood safe from crime and free from damaging vices. The Defense Committee, however, was suspect from the start; several of its founding members were former criminals and others still were wanted vigilantes with dubious motivations.
It wasn't long before the OBDC began its transformation into a small-time gang handling arms smuggling outside its territory and running protection rackets on other gangs trying to use its territory. Their notoriety peaked when the Federal Guard identified them as a possible threat under the phonetic title "Oscar Bravo Delta Charlie" and conducted several small stings against them.
The organization "officially" changed its name to Oscar Bravo Delta in 2198 not long after a local police agency leaked documents on its cooperation with the Federal Guard. By then, they had already secured several warehouses that had been converted into illegal arms factories for their growing manufacturing business.
When Oscar Bravo Delta began to expand its operations into the drug trade, the Federation finally clamped down. The Federal Guard attacked seven of its eight factories and labs in synchronized raids by veteran soldiers in conjunction with local riot police and hired or tipped-off rival gangs. Titled "Operation Omega", the major offensive was the death knell for the gang at large.
Unfortunately for the Federation, it ended as one of its worst public relations disasters on Argannei. The Federal Guard attacked twelve factories at once, but only seven were held by Oscar Bravo Delta. Two of the factories - one owned by OBD, one by a lawful business - were struck simultaneously by rival gangs, which turned the ensuing gunfights into chaotic slaughters of gangster and bystander alike.
By the end of Operation Omega, twenty civilians were dead, sixteen unarmed and surrendering gang members had been killed, and four guardsmen had died in a laboratory explosion. A further forty civilians and unarmed gang members were wounded, while six more guardsmen were injured. Property damage as a result of stray gunfire and explosions totalled more than 40,000ACC.
In the end, it was a pyrrhic victory for the Federal Guard; Oscar Bravo Delta, after losing much of its leading members and suffering catastrophic financial losses, steadily unravelled until it was finally considered fully dissolved a year later. Not long after Operation Omega, however, several riots broke out - one notably on Oshkin Boulevard itself - that took the duration of a month to quell and locked down several spaceports at their height.
Public memory of the incident remains bitter and Oshkin Boulevard has since become a haven for anti-Federation demonstrations and activity. Surviving members of the gang that remained on Argannei often turned to the Argannei Liberation Army or Argannei Resistance Front as a means to strike back at the Federal Guard.
