The Coalition of Human Systems is one of the most powerful military and economic alliances in the known galaxy. With a wide variety of nations with different strengths and shortcomings, the Coalition is quite possibly the most powerful, combining the economic superiority of the Anchorage Colonial Authority and raw military power of the Republic of Tharkad and Praetorian Federation.
With few failings not covered by the member nations, the Coalition stands as practically unchallenged.

History
In 1501 A.F., due in large part to the growing number of seceding colonies establishing empires of their own, the Vannik Confederation submitted the concept of a coalition of nations with ties to Anchorage, but not necessarily originating from the planet, to the Anchorage Colonial Authority. After further development in cooperation with the Timosi Republic and Garrant Commonwealth, who held the largest - and most prone to fracture - colonial empires, the Coalition of Human Systems was officially founded. As word spread of the alliance, most colonies that had claimed their independence were quick to seek the support and protection the Coalition could provide. This quickly swelled the number of nations aligned with Anchorage, giving the Coalition considerable sway with those colonies established by other generation ships. As time went on, the alliance grew to include much of these outside nations, most notably the Fourth Arm Reliants who had been staunchly opposed to affiliating themselves with those outside of their home system. In 1751, after the already-considerable influence of the Coalition grew to record heights, it became clear that, without its protection, the Reliants may have been left on their own - or worse, against the Coalition, whose membership now included the unquenchable thirst of the Praetorian Federation.
In 1908 A.F., the Coalition of Human Systems encountered its first competitor, the Independent Strategic Alliance. This network of military partners was the first power truly able to stand against the combined might of the Coalition. At its head was the powerful Verinen Permanos Regentic, an antagonist Anchorage would not soon forget. As time went on, relations soured between the two, particularly when the Verinen intimidated the Timosi Soivetet Republic into siding with the Alliance in 2021 A.F. In 2100, shortly before the discovery of the Republic of Tharkad, the uneasy peace between the two finally shattered when the Verinen launched a pre-emptive assault on a Federal colony near its borders. The ensuing bloodbath drew the attention of the Republic of Tharkad, whose comparable level of technology turned the Verinen push on its head. Soon after the war reached a stalemate in March of 2101, the Timosi Republic sued for peace, the conditions being merely to return to the status quo. Despite the Federation's vehement refusal of the terms, the Coalition was able to force a truce in July of 2101, which resulted in a formal peace between the Alliance and Coalition in January of 2102.
The War of First Contact, a word play on the mostly hostile first encounters of intelligent alien species by mankind, resulted in the Republic of Tharkad's induction into the Coalition, primarily thanks to the eager diplomatic contact made by the Garrant Commonwealth during and after the conflict.
Historians often claim this was a lucky break for the Coalition that the first embattled forces to be encountered were of the Commonwealth's Armed Forces, rather than the Federal Guard or Navy, as it is no secret today that the Republic despises both the military and government of the Federation. Should the Republican Military have found Federal officers pushing against a position with the expected high degree of casualties, the Tharkadians may have very well sided with the Verinen, seeing it as a clear-cut distinction between wasteful and careful. Today, the Republic is still among the ranks of the Coalition, with its chief ally being, somewhat expectedly, the Commonwealth.
Some eighty years later, the butting of heads between Timosi and Garran colonial administrators ignited tensions once more. As small border disputes became skirmishes, and these skirmishes became full-blown conflicts between the two powers, the Coalition found itself in another war with the Verinen and Timosi, deemed simply the Timosi War. The end result of the war was the reintegration of the Timosi Soivetet Republic into the Coalition, dealing a substantial blow to the ISA and causing some members to fly both flags in order to keep their countries from falling under the sights of the now nigh-unstoppable Coalition.
Today, the Coalition maintains this superiority and is challenged only by the growing Inkron Governance Sphere. As tensions rise between the two powers, it is expected - and dreaded - that another wide-scale conflict may open up. The outcome of such a war is not clear and few can begin to count up the potential casualties of either side. Presently, the Coalition is led by two councils, which are headed by the representatives of each alliance. The Military Council decides on matters of wartime operations, intra-alliance logistics, internal disputes, and relations with nations not affiliated with the alliance. The Military Council is subordinate to the Economic Council, which manages intra-alliance trade, sanctions against alliance members acting contrary to the Coalition's interests, and other such matters. While the Military Council can only formally declare war or initiate conflict, defensive or aggressive, against an unaffiliated nation or alliance with the Economic Council's blessing, leading members of the Military Council can initiate full scale war against another power of their own accord.
For each affiliated alliance, a nation is chosen by both councils to represent its alliance's interests, where larger alliances are given more representatives to better average out the interests represented. At present, only the Anchorage Colonial Authority, with its staggering majority of eighteen member nations, has multiple representatives.

Military Agreements
Force Composition:
As per the Ethical Employment Convention of 1600 A.F., military personnel in Coalition forces are required to be pure humans without the aid of cybernetics, combat robotics with the direct capability for combat, and genetic modification of any kind. Breach of the Convention is considered a 2nd degree national war crime, punishable by economic reparations of 0.5% of a country's total GDP paid to each member of the Coalition for five decades, totalling 20% as of 2203 A.F. Additionally, further economic sanctions on trade, military assistance, and diplomatic cooperation bring this staggering penalty to even more dizzying heights.
There is only one exception to this rule; the Republic of Tharkad. Due to extensive genetic modification in their colonial empire prior to their inclusion in the Coalition as an independent member of the Military Council, imposing such limitations on them would be infeasible and counterproductive. Combat Operations:
Under the same Common Arms & Simplified Supply Systems Accord as previous, all Coalition nations are required to undergo war games and training exercises at least once a year with the armed forces of their allies. Penalties for failure to comply with this mandate range from military non-cooperation to removing the offending country from diplomatic meetings during wartime.
The Conditional Strategic Collateral Act in 2197 A.F., in almost direct response to the events of the Timosi War, requires all orbital bombardment and other high-yield standoff weapons to remain offline and disarmed during conflicts around densely-populated civilian areas, considered 1,000 or more civilians, transients or residents, per square kilometer. Further, attacks with high-yield weapons on hostile targets in these areas are considered 2nd degree war crimes punishable by economic and military sanctions, regardless of the collateral damage incurred by the local population.
Originally, the Velenck Agreement of 1381 A.F., named for the devastated city of Velenck in the former Horrstok Empire, had kept similar restrictions in place on Anchorage nations. However, the Agreement was flawed in many ways and almost completely ignored due to the relatively minor penalties for acting against it. It was supplemented numerous times ineffectually until the Siege of Glevonni in 2186 A.F. and Operation Jinks in 2189 A.F. These two infamous incidents, combined with the tactical failures that soured troop morale for years, brought harsher penalties and a complete restructuring of the treaties involved.
